		<description>Wow! First, thanks for the nice comments about the City.....and our riverscape. I loved your analogy to looking at all aspects such as the interior (versus simply the shoreline) and planning projects or work activities or your life! It is a really interesting commentary on strategic planning but with a view of &quot;the tactical&quot; environment we all live in....one of my major pet peeves with most strategic planning tools. No matter how visionary a group becomes....or a leader espouses, there are every day hurdles, obstacles, fires to put out.....that need to be factored in. I think that broadening one&#039;s horizon to scan the interior, like you posit is really sage advice.

Then, it requires enormous amounts of negotiation, education, and most of all, trust. Unfortunately reforms won’t will likely happen for most agencies until it’s too late and there is no other choice. It will be ugly. My mission is to foster the conversation so that public leaders can begin to make the necessary shifts in perspective so that they can lead the change</description>
